$41.3 million. That is what the US federal government has obligated so far to one company, Verily, to run wastewater testing for the Centers for Disease Control and Prevention. The contract, a definitive agreement now in its final months, funds a quiet infrastructure project that began as a pandemic scramble and is turning into something permanent.
Wastewater surveillance has moved from an emergency COVID-era tool to contracted national infrastructure, with the CDC's main testing contract now held by Alphabet's Verily after a prior run by Biobot Analytics.
The economics have shifted from outbreak response to standing capacity: verifiable federal spending, multi-year contracts, and a growing list of pathogens tested from the same samples.
The real question for investors is not who holds today's contract. It is whether wastewater genomics becomes a durable utility business, or a policy-dependent program that contracts when the threat headlines fade.

Track the contract trail and a pattern emerges. The CDC launched its National Wastewater Surveillance System (NWSS) in September 2020 to monitor SARS-CoV-2 in sewage. Biobot Analytics, a Massachusetts Institute of Technology (MIT) research spin-off founded in 2017, won early work with the Department of Health and Human Services and then with the CDC itself. Its CDC contract ended on September 15, 2023. Eleven days later, on September 26, the agency awarded a new contract to Verily.
The CDC's own program page, updated July 31, 2026, still describes the national wastewater testing contract as "currently with Verily Life Sciences, LLC." Data from the previous arrangement is labeled under the "Biobot_Analytics" source. The transition is complete, and the public record shows why the handoff matters: it now tests samples from up to 400 participating treatment plants for SARS-CoV-2, mpox virus, and other pathogen nucleic acids under the contract.

From emergency response to standing capacity
The pandemic forced a decade of wastewater epidemiology into months. In 2020, the field had a sparsely funded history and a handful of academic labs. By 2021, the US federal government was directing more than $100 million a year at it, and commercial genomics vendors were launching dedicated wastewater kits. The question everyone deferred was what happens when the emergency ends.
The Verily contract is the answer taking shape. Under its terms, Verily's laboratories provide participating NWSS sites with testing services, and the firm brings its own stack: lab technicians, data scientists, and a platform built for real-time wastewater surveillance. It had already been running a project called WastewaterSCAN with Stanford and Emory universities, and that project had a notable early result. It detected the mpox virus in California wastewater using digital PCR before cases were identified through clinical testing, which let local public health direct testing, outreach, and vaccine resources more precisely.
That is the pitch in one sentence: wastewater sees an outbreak before clinics do. The CDC's Advanced Molecular Detection program makes the same point, noting that wastewater surveillance can show changing infection trends for SARS-CoV-2 an average of 4 to 6 days before the same changes show up in clinical cases.
Why the contract changed hands
The November 2023 handoff from Biobot to Verily was not a demotion of the field. It was a consolidation. The CDC expanded its wastewater surveillance targets to roughly two dozen pathogens, and serving 400 treatment plants with flexible, multi-pathogen testing favors a contractor with Alphabet-scale lab capacity behind it.

For Biobot, the loss of the federal contract was a pivot point, not a stop sign. In July 2026, Massachusetts announced it was ending its own contract with Biobot for wastewater surveillance. The Boston Globe reported that while many state labs focus on monitoring a handful of pathogens, Biobot is investing in technologies capable of detecting thousands. The company is betting that breadth, not depth, is where the value is headed.
That divergence is the whole story in miniature. One contractor positions itself as the utility-scale operator: reliable, tested, integrated with national infrastructure. The other positions itself as the discovery engine: sample once, read a thousand signals, catch the pathogen nobody was looking for. Both cannot win the same contracts forever.
