# EU Opens €100M Innovation Fund to Defence and Dual-Use Technologies

€100 million. That's the budget of the first-ever EU innovation fund call dedicated to defence technologies. Applications opened on July 1, and the deadline is October 28, 2026.

The change is the result of an amendment to the EIC Work Programme 2026, adopted on June 17 to implement the Defence Mini-Omnibus regulation. Escalating geopolitical tensions in Europe exposed critical capability gaps in European defence and an over-reliance on non-EU technologies. Fragmented investment had historically limited the growth of innovative defence companies, and no EU programme previously had the ability to invest direct equity in that sector.

For founders and CTOs of European robotics, AI, and deep tech startups, this is a structural shift in how Europe funds innovation.

## What changed: from civilian-only to dual-use-by-design

Until June 17, the EIC, Europe's flagship innovation programme with a €10 billion budget, was strictly civilian. Its mandate covered breakthrough technologies for commercial markets only. The Defence Mini-Omnibus regulation changed that in a single stroke.

The amendment unlocks three funding routes for defence and dual-use companies under the EIC umbrella:

#### Route 1 — EIC Accelerator dual-use

For startups and SMEs developing breakthrough technologies with both civilian and defence applications. Grants up to €2.5 million, equity up to €30 million. Covers AI, quantum, robotics, advanced materials, drones, cyber defence.  
  
**Best fit:** Early-stage companies with a credible dual-use thesis and a clear commercial pathway. 

#### Route 2 — EIC STEP Scale Up dual-use

For more mature scale-ups preparing larger equity rounds. Also dual-use only. Equity investments of €10M–€30M, targeting rounds of €50M and above.  
  
**Best fit:** Growth-stage companies with existing revenue, proven dual-use products, and institutional co-investors lined up. 

#### Route 3 — EIC STEP Defence Scale Up

The dedicated defence call with a €100M budget. Equity-only, €10M–€30M per company. Targets air and missile defence, drones and counter drones, and other critical defence technologies. This is the first time any EU programme has ever taken direct equity in defence companies.  
  
**Best fit:** Companies where defence is the primary market, not a secondary use case. Requires demonstrated capability in critical defence technologies.

## Who benefits: defence robotics and autonomy

The technologies explicitly in scope — AI, quantum, robotics, advanced materials, drones — map directly onto the companies Eclibra covers in Defence & Robotics and AI & Infrastructure. The EIC Accelerator is a targeted equity instrument for companies building hardware and software the European defence sector needs, not a general-purpose SME grant.

For robotics startups specifically, the EIC Accelerator dual-use route is the most practical entry point. A company developing autonomous ground vehicles for industrial logistics that also has a credible defence application — say, supply convoy automation for military logistics — can now access non-dilutive grant funding and follow-on equity without needing to choose between civilian and defence markets. The dual-use structure removes an either/or constraint that was the norm before June 17.

For drone manufacturers, the STEP Defence Scale Up call is the larger prize. The call explicitly names drones and counter drones as priority areas. A company at Series B or later with a certified UAV platform and a defence procurement contract in hand can access up to €30M in direct equity, with the EIC co-investing alongside private capital in rounds of €50M–€150M.

The EIC will co-invest in major funding rounds typically ranging from €50M to €150M, with total round sizes expected to be at least three to five times the requested EIC investment. This leverage requirement means companies need committed co-investors before applying: the EIC does not lead the round, it participates alongside private capital.

## Strategic implications: Europe's dual-use pivot

The EIC amendment is one part of a broader policy shift. The European Commission's Joint White Paper for European Defence Readiness 2030, published earlier this year, explicitly states that the EIC and the forthcoming ScaleUp Europe Fund will invest in dual-use technologies. The European Preparedness Union Strategy promotes a "dual-use by design" approach across all EU research funding.

The dual-use by design framework is a structural reorientation of how Europe funds innovation, not a temporary response to shifting geopolitical conditions. From 2026 onward, any deep tech startup applying for EU innovation funding should consider whether their technology has a defence angle, even if that angle is not their primary go-to-market strategy.

**Fund fragmentation:** Dual-use companies now face a choice between EIC Accelerator, STEP Scale Up, STEP Defence Scale Up, EUDIS (European Defence Fund), and NATO DIANA — five partially overlapping instruments with different rules, timelines, and due diligence requirements.  
  
**LP restrictions:** Many European VC funds still have LPA clauses that prohibit defence investments. A dual-use startup that raises EIC equity may find its next private round constrained by investors whose mandates exclude defence revenue.  
  
**Export control complexity:** Dual-use technologies face ITAR/EAR-equivalent export controls in Europe. Startups that haven't built compliance capacity early may stall when defence contracts materialise. 

### What happens to Europe's defence startup ecosystem a year from now?

− Political risk: the dual-use mandate could be reversed if EU security priorities shift after the current crisis cycle  
  
**Disconfirmation criteria:** Fewer than 20 qualified STEP Defence applications by the October deadline; no equity deals closed by Q2 2027; Commission signals a return to civilian-only EIC in the 2027 work programme. 

### Development scenarios

#### 🟢 Optimistic scenario (30%)

The STEP Defence call is oversubscribed with high-quality applicants. The EIC closes 5–8 equity deals by mid-2027, catalysing €300M+ in total round sizes. Success convinces the Commission to increase the defence allocation in the 2027 work programme. Dual-use becomes the default frame for EIC Accelerator applications, and Europe develops a defence deep tech ecosystem comparable to the US defence innovation base.  
  
**Implications:** Major opportunity for EU robotics, AI, and drone companies to access non-dilutive capital while building defence revenue streams. 

#### 🟡 Base-case scenario (50%)

The STEP Defence call attracts 20–40 applicants. The EIC deploys €60M–€80M of the €100M budget in 2–4 equity deals. The Accelerator dual-use route sees moderate uptake from civilian startups adding defence angles to existing applications. Fragmentation across EIC, EDF, and NATO DIANA persists, but a small number of dual-use companies successfully navigate multiple instruments. Defence allocation stays flat in the 2027 work programme.  
  
**Implications:** A meaningful but not transformative funding stream for defence startups. The smartest founders use the EIC as a bridge between civilian grant funding and defence procurement contracts. 

#### 🔴 Pessimistic scenario (20%)

The STEP Defence call receives fewer than 20 qualified applications — most defence startups lack the scale, co-investor commitments, or compliance infrastructure required. The EIC's civilian expertise proves inadequate for defence due diligence, delaying the first equity close beyond 2027\. The dual-use Accelerator route is used mainly by companies that add a token defence angle to access funding, diluting the programme's strategic intent. The Commission quietly scales back defence innovation ambitions in the next multi-annual financial framework.  
  
**Implications:** Defence startups continue to rely on national procurement and NATO DIANA, with the EIC remaining a marginal player in European defence innovation funding.
